I'm not certain about the US Military, but in British based Militaries such as the UK,Canada, Australia, New Zealand and others like India, many African, Middle Eastern, Asian and Pacific Nations, there is a command known as "Eyes Right!"
This command is given whilst the Service Personnel are marching past Officers and Dignitaries.
When this command is given the Service Personnel instantly turn their heads to the right. When they have marched past, the command of "Eyes Front" is given, and instantly all heads are turned to the front.
Now, that boy may have just been very unfortunate.
If turning your head too quickly was a problem, then for the past several centuries there would have been mass Fatalities in all British based Militaries!
Maybe I'm missing something here,but when I was in the Australian Army, I never observed any neck turning Fatalities!
It's because his mother went in front of a government entity to ask for funding to create a stroke awareness campaign in December. If she didn't do that, this wouldn't have even been reported.
I don't know why this is relevant to today. The implication is provocative, and certainly it's true, but to use this particular instance to get the point across seems counterproductive.
So now turning your head too fast is a health risk. Don't surprise someone because the next thing you know that will be attempted murder for making them turn their head too fast.
