If I were designing a camera to look sleek and nonchalant, I would harness a gaselle (stuffed, not alive of course!) onto the balloon deck frame. Then I would put the lens sticking out of its butt. Now, the harness is fully controllable like the camera in the above video, so you could position the gaselle however you choose. That way you could point the butt at whatever you want to film and it would it wouldn't look so ambiguous. That's how I pirate movies. I bring a stuffed chihuahua with me to the movie theater and record the movies with my dog's butt. And since it's a chihuahua, I can hold it high over my head to get a better view. Nothing beats a vhs camera for recording movies in my opinion.
In my younger days, my friends and I dressed a fire extinguisher up as a baby to sneak it into the 'Rocky Horror Picture Show' for the rain scene. Squirt guns are for losers.

You are right. Reminds me of the 'mystery drones' seen in our heartland back in Nov. 2019 that were flying back and forth over miles of farmland and ranchland in about five states. The ranchers said the drones were huge, about the size of cars and could stay aloft for hours and could outpace the ranchers' cars traveling 60+ mph on the freeway as they tried to chase them down.
No one seems to know who owns such 'drones' or how they could be so big and be so silent and why many of them flew together in formation over American soil.
There's a lot going on out there we probably would be flabbergasted to learn.
Wouldn't your reaction have been to immediately stop and run back into the house/car/business away where the camera couldn't see you when you saw it was suddenly focusing and filming you? I think that is what most people's reaction would be.
Update: New info - Roman Balmakov from the Epoch Times said this: "According to a US General (Van Herck pictured), the balloon had "... a super, super high definition surveillance camera and had sensors onboard with the ability to intercept communication signals in the area."
So maybe the balloon messed with the guy's camera. I don't know.
Then it wouldn't stop, but, due to the moving of the legs first and the arm second it would still showing pictures from the "flight"/run.
If I would immediately run, my legs and body would move first and then my arm and finger at the "trigger" of the camera. Otherwise I would loose important time/seconds.
But I am no expert in those spy balloon filming things.
Perhaps, but what if the 'intercept ability' from the spy balloon simply shut the device off. Or, the Epoch Times who posted the video cut it off there before posting as the rest of the video was unwatchable.
Regarding panning speed, how can we know what it is looking for? If it is moving quickly there may be a reason for that. Maybe it is looking at things in infrared or another spectrum which would not require slow panning.
Re your linked video - Uh, this video/still image is so blurry, you can't make out anything. Plus it appears to be taken from above the balloon, not stationed right under it. It's also narrated in a foreign language, so I don't know anything about where the video came from. You cannot compare the two images.

The spy balloon could of been launched from North Dakota where 6 top nuclear leaders were just fired and it could also have cellular and satellite comms on it/them.
Both are spy vehicles. But balloons can go much slower and lower and can hover in one spot for a very long time which offers a distinct advantage over those high altitude, high speed vehicles.

Where has it been proven fake? This was posted by the Epoch Times news which is a legitimate source.
They tend to sensationalize at times. I stay way from them and TGP.
