The front engine is being run by the Cabal. The people in the carriages are asleep. The train is headed to the cliff. Cabal is stowing away all their goodies to the last carriage (China) so that when they hit the cliff they can disengage the last carriage and save themselves.
But at the cliff, at the last minute while all the passengers wake up screaming, watching the precipice from their windows, believing they are going to crash, there is a sharp U-turn and the whole train goes around the U-turn, except for the last carriage that gets decoupled by the Q team, and falls into the abyss.
The empty engine will then be controlled by all the people - a new multipolar world!

I believe a Dollar is defined as a measure of silver, and it's a little bit of a stretch but still legal to make it a silver certificate that has a claim on a real silver coin somewhere. Once they took out the gold and silver certificates I think it's a stretch to call it a Dollar anymore. It's a Federal Reserve Note, more akin to Monopoly money than to a real Dollar.
