How do you expose the spies? Force them into the light.
It's not that they didn't spy before this. They did, but they left little that could be traced directly back to them. The NSA database was their tool. Mike R "played the game" because they had to think he was no threat to their spying. That he was complicit.
Then he makes his "move".
They leave a clumsy trail because they are so sure they can't lose. What does it matter? The election is rigged for HRC. It'll all get buried anyway.
The first move isn't a huge problem. The 3 letters can build around that, but then on 10/21/2016 he shuts down ALL access. On HRC's birthday (10/26/2016) he exposes their FISA court violations.
Now they're PISSED.

They wanted to put a civilian (CORRUPT/ NON-MILITARY) person in charge to prevent from being booted out of the NSA database. They like using the US Military's database because it makes them look just as complicit and corrupt.
That's exactly WHY he was put there. He was put there to give them an all access pass to the database. It was spying without a paper trail.
However, then he cuts them off and forces them to expose their networks to continue their spying OP on Trump. However, they don't want to fire him this close to an election for optic reason. Understand that they intended to ruthlessly punish him for this when HRC won.

It's because they were furious at how Mike Rodgers forced them into Crossfire Hurricane and leaving a massive paper trail that they were sure Trump would use against them.

Don't forget that the Space Force wasn't forced to comply with the Posse Comitatus Act until AFTER the 2020 election, so they were able to be active within the US during that whole time.

Notice that Obama and them bitched up a storm about the NSA database, but never actually wanted to get rid of it. No, they LOVED it.
It was the perfect spy apparatus and the MIL got all the bad press for it. This was perfect in their eyes. They wanted to plant straws in it and drink to their hearts' content.
After Mike R made his move they decided the problem was letting the MIL be in charge of the NSA. They had plans to put one of theirs in charge to avoid this situation ever again.
But it was too late.
They decided on a new plan. Everything they THOUGHT the white hats would do was wrong. They've been getting herded into the light. Every move they think will turn it back in their favor just digs their own grave deeper.

This post also reminds of something revealed in the Sussman trial. The FBI installed a SCI-FI and gave direct access to the FBI information systems to Perkins Coie, the DS lawfare practice.
Also want to say Admiral Rogers was my preferred candidate for the next Twitter CEO, after all it was, maybe still is an intel operation.

That was a big deal. Now leaks can come from anywhere and agencies can't investigate other agencies ... only inspector generals and the DOJ.
So Crossfire Hurricane, which began in July 2016, was ongoing before General Rogers shut down access to the NSA databases. I assume the FBI and DOJ were using NSA data to operate Crossfire Hirricane, but then couldn't do that after Oct 21, 2016. Is that right?
Rogers shut down access to outside contractors on 4/18/2016.
The 3 letters scrambled to slap together Crossfire when the outside contractors were blocked from query access. The Steele Dossier, DNC hack were cover reasons to justify "spying" on Trump and his campaign.
Then on 10/21/2016 he shut out the 3 letters entirely. It wasn't just their contractors anymore, but the agencies themselves. Next, on Hillary's birthday, he went and reported their 702 FISA violations.

From what I can remember, he had someone run a customary audit in March 2016, in April the report came out telling him about the improper search queries...more stuff may have happened in between, but then in October he shut it down, and then John Carlin stepped down a few days later. (I don't remember his department or title though)
