It's actually good that the Russians hit this warehouse. Cluster bombs are recognized by 120 nations as being illegal. There's good reason for this and the un-detonated bombs lay hidden well after the war is over only to maim and kill the innocent.

They dont explode on impact, they lie in the ground litter, looking like a leaf, blending in until someone steps on it. These munitions are not designed to kill but to maim.
