Seems like the author of this diagram-meme did a typography. It needs to read "red line of extermination plan" LOL ;) Instead of the present "red line of death".
Yes, if they can block the sun or drive CO2 down to the level where mass agriculture is impossible, then only those that can afford to burn fuel CO2 generators in their greenhouses will be able to eat.

"Red line of death" for what? Do plants die below that? If so I'd change it to "Red line of plant death."

Yes, the red line is where plants start to die off through lack of CO2. Plants breathe CO2 and "breathe out" oxygen. Animals breathe oxygen and breathe out Co2. We make a team.
The main issue is with the food chain. With no plants the animals will have nothing to eat. Being carnivorous will not help because the meat you eat will, most likely, depend entirely on plants for food.
Incidentally, oxygen was one of the earth's first major pollutants. It killed off nearly all life on earth when it became plentiful in the atmosphere. Existing creatures were relegated to such places as undersea volcanic vents where there is no oxygen.
