I dont believe Canada or Canadians did this. Words matter. The government of Canada... Canadian courts... or Trudeau henchman would be suitable. The same way Americans didn't send billions and weapons to Ukraine (first off America includes Canada and Peru and everything in between because America is a hemisphere) The USA government sent billions and weapons to prolong the killing and suffering. This is so ugly. Canada used to uphold the Rights of Canadians as being from the Creator even though it is not mentioned in their charter.
