Honestly I don't think the Sergeant at Arms has the jurisdiction to go outside of congressional grounds and make an arrest, and bring the person back to CONgress. At best it is murky. If I were them I wouldn't do it. Think of the crimes that could (and would) be charged. Maybe kidnapping, false arrest, false imprisonment, maybe assault and battery, use of a firearm in the commission of a felony - and I'm not a lawyer or a cop. I'm sure they could come up with a buttload more charges. For that matter they could try to go after members of CONgress for RICO charges, although their immunity could play a part in stopping that.

(1) within the District of Columbia, with respect to any crime of violence committed within the United States Capitol Grounds;

This was already discussed and the Sargent at Arms has the same powers as Capitol Police. They can arrest anyone in the DC area and beyond.
