My guess is that due to all the movies and other stories given through the years most of the people who try to get into those organizations still are patriots, so if they want to make sure their personnel will not become a problem for the DS of course the best way to do that would be to make sure that the ones chosen are mostly ones who are not good quality candidates and then train them badly. Or at least make sure that they have a good selection of badly performing agents when they need them for situations like this one. DEI sounds like a good smokescreen for something like that.

If there is going to be an assassination attempt planned by the DS they would not be able to give him a security detail where everybody was in the plot, most of the personnel in those organizations presumably got in because they believed the image of the organization and will try their best to do what that image tells them they should be doing.
So in order to make sure they will not get in the way of the attempt too badly find out the worst ones possible for the job for that day. And because they on purpose take people who are not the best, and then presumably train them badly, even if they mostly have ones who are not dirty and will try their best they can be assured that they will have a nice selection of agents who simply are so bad at their jobs that they should not become a problem for the black hats.

Kind of hard to race to get somebody down when he is already on the roof, and armed, while the guys who might be willing to try are on the ground and unarmed. And I didn't see any ladder in that video to the roof either, so climbing up there would presumably have taken enough time that he could have taken several shots before anybody did get to him.
They did try to point him out to the presumably armed police (don't know if it was just one, or several officers, but there supposedly was at least one) nearby, which sounds the sensible choice to me as the police at least should have been able to both divert his attention and notify the SS near Trump if they had, I don't know, maybe try to shoot at the shooter from the ground level? Except the police did nothing.
