Great points, and you reminded me of an event I learned about years ago called “the singularity.” I must have watched a documentary or something about it, but most of what I remember was about how all of technological advancement was leading us toward the singularity. It’s vague how they described it, but it would change every aspect of our world. Anyone know what that movie is?

Would it not be better to test each congress person/senator with a 10 questions test on a bill that pass that they need a 90 to pass and for every wrong answer one year in jail below a 90?
The Americans should implement an amendment to the constitution: No bill should be longer than 3 pages (max 2000 characters per page).
Instead of spending months on drafting 1,000 pages the lawyers would spend max 1 week to find out which words to remove when they still have some text on the page 3.5.
Future intelligence will be entirely ai concocted and i pray to God we get this sorted out with the US Military Intel being the eventual arbiter of this technology with absolutely no individuals who know too much of the entire story can be given a head start without causing damage to a delicate situation.

That's a good question and I don't really have a great answer, though I alluded to two "abilities" I think you'd need: 1) need to be able to think, and 2) need to be able to reason. Of course we can continue to go down this path where you can follow up with asking "what does it mean to be able to think?" and I won't have a good answer for that either.
A computer isn't going to be able to solve a problem it wasn't programmed to solve, whereas we living things, not just humans, can potentially solve problems that we haven't encountered before. A computer is just a bunch of gates running a program a human wrote. There's no intelligence there. Basically as dumb as a rock. It's a tool.
That's where quantum computing and AI come into play, the ability to "think" about problems in different ways which may allow for outside the box solutions.
This sounds like a good use of AI, if it actually works this way. AI to me is very mysterious. It is said to have the power to destroy our world. Beware.
