This was touted as a stimulus of sorts, with the $4.25 minimum wage for up to ninety days for new workers under 25 being a temporary measure put in place for up to four years. I'm not at all familiar with the circumstances in Puerto Rico at that time that may have prompted this bill, economic or otherwise.
