The only law for ammunition is if you imported a large amount of Ammo outside the USA, and that is just for applying import taxes correctly so they can make a buck. Fellas are you this far gone? Not clear there, maybe in the law. Is that license registered federally? The claim was that Massachusetts law required them to do that.
I don’t really care either way, because long story short, it’s easier to be dismissive of this from an apriori stance than from a researched one. Federal protection applies to states, which means Massachusetts can get bent whether this is fully factual or not, and there are more important things to burn research time on.

Are they really registering ammunition at the federal level? Perhaps this is a work around for the prohibition on the creation of a federal firearms registry. It is illegal for BATFE to create or keep a registry of firearms owners under the law. This is why they made specific language addressing the keeping of a list of NICS applicants, the legislation requires the destruction of NICS applicant's list within 24 hours of said application. In other words, when you do a background check when purchasing a firearm, the record of that application must be destroyed within 24 hours.
