It's been a while since I've looked into this type of thing so I don't remember a lot but they don't consider tents a permanent structure. If the capacity is under a certain number then the codes don't apply. This is how they get away with the migrant camps. NYC got involved once because of a fire, but otherwise there is a blind eye. Also, US citizens are scum and migrants get the attention.
If the shelter is sticks and nails, it has to meet all codes. Even if its a one room shack. It's dumb. Community crap bucket in a tent is ok, but an improper S trap on a sink? Get Out!

Yet somehow these municipalities say its ok to live in a tent on a sidewalk or underneath a bridge on a highway or have 7 families rent one house. We still have to clean house at the state & local levels.
This is an emergency event. If the county has a problem with people living in "unsafe" housing than the county has a responability to give them safe housing. If there is not enough funds then start with the paychecks from the morons that are creating this problem.

The people need to band together and say they arenβt moving out. Tents protect from nothing. Make local government enumerate what is not meeting code on each home. They provide more protection than tents or damaged homes. The local government can make a waiver. The local government entities must be removed.
Living outside in the elements passes their code. You must tell them to screw off and stay. Fight them if necessary. Sheriff's protect your people damnit.
Let me also say, the Amish eat like crap. I had the instinct they were all non-gmo, organic type stuff, not so, much to my amaze. I have also used them for framing, amazing quick... totally know what they're doing.

Common sense and concern for the welfare of the people dictate that the code be disregarded due to the weather etc.
