Hypothetical, if the House cannot decide upon a Speaker before 12 Noon Jan. and the Electoral College Vote has not been tallied in Congress and certified, then what?
No Speaker of the House, so next in line is the President Pro Tempore of the Senate = usually the ranking member = will be Senator Charles E. Grassley!

In the link here to the Congressional discussions, it was noted that the Constitution has succession rules to follow when the presidency is vacant and there are Cabinet Officers in a President’s administration who can fill in.
In this upcoming Jan. 2025 scenario, there is no Certification of Trump by Jan. 20 Noon and a temporary officer needs to fill in temporarily.

Pretty sure on Jan 6 we will see the Democrats and RINOs pull a stunt that will be the REAL insurrection by not confirming the electoral votes using the 14th Amendment---Trump led and insurrection even though he was never formally charged or convicted. It seems like in the past 4 years, everything they accused Trump of doing, they themselves did or were going to do. I look for a clustermess on Jan 6. The DS is not just going to give over the reigns of power to Trump without doing something drastic.

Grennell for a short time during the 2021 post-election-steal crisis, and some people thought it was just simply Google and SIRI trying to troll everyone opposing the 2020 election steal and letting people have the idea that “White Hats” were running things through R. The Grassley Senate Pro Tempure scenario could be like a mirror, but be different in that this would be live on C-SPAN and there would be no hidden White Hats selection process . As dec3169 and JScholl17 pointed out, the Senate would vote for who would be their Senate Pro Tempore, covered by C-SPAN and Congressional Record for all to see.

Congress went with the Deep State steal scam in 2020, but at some levels of intelligence and military, high ranking officers did not recognize the steal and thus Trump was considered for national emergency purposes as Commander in Chief, despite the Byden steal.
Just one correction. The President Pro Tempore of the Senate is the most tenured member of the majority party. I can definitely see Chuck Grassley taking over as Acting President especially if the House is unable to elect a speaker.

There are exceptions including the fact that the position used to be a elected position. Plus exceptions are made for retiring members of the Senate in which they could be President Pro Tempore for a day, but that honor is rare.

The President Pro Tempore is voted on by the Senators. It is not automatically the ranking member. It traditionally is, but that is not guaranteed.
Chances are good that it will be Grassley, but stranger things have happened. Since this would be new territory I would imagine the deep state would want to have their say, and maybe force a real vote instead of unanimous consent - thus skipping the tradition. I don't believe it will get there though.

This scenario is a “Mr. Juan” on Nino Rodriguez scenario, so please do not evaluate based on him, but based on the scenario possibility. Mr. Juan says things that are off, such as a week ago he said on Nino that Trump said under his breath, during a 2016 debate against Hillary regarding Gitmo, that he (Trump) built it for her. Well Trump did not say that, he said something to the effect that the elitists didn’t want Trump to become President because she would go to her jail (for all her wrongdoings as a politician).
