Looks like the main interest in Texas, at the state level anyway, is with rainwater harvesting that connects to public water supplies, which seems reasonable.
It just annoys the hell out of me when people treat GDP like the only factor to consider when it comes to economics. Guy made the argument that because farming was only 5% of the GDP, they somehow shouldn't get any preference in water usage, even though there are other arguments for prioritizing food production, even during a draught. I'm not saying making sure people have drinking water and even waste disposal during a draught isn't important, it is, but that's hardly the only usage water goes to in cities, especially in a land of swimming pools...
