Mayor Karen B ass is as incompetent as they come. She replaced a consummate professional running the LADWP, Marty Adams, who worked at the agency for 40 years, with a DEI hire with no water system experience. This is the result of S. David Freeman who was brought into the LADWP in the mid 1990 to address the threat of Power Deregulation (which never affected LADWP). S David Freeman lobbied the City Counsel to get a Charter Change that allowed the Mayor to select the heads of the 5 major departments within LA. Ever since then, the City has been run by cronyism politics. Instead of qualified people selected through a civil service process, they are now hand selected by the mayor to do his/her bidding. The City of LA is now as corrupt as any city on the East Coast.

After Gates came the charter change and LAPD got a crooked cop named Willie Williams from Phithadelphia. He was forced out after 4 years due to gambling debts with Las Vegas casinos.
