Now I understand it is a momental undertaking, but a way to get it started is to cut federal aid, let the states undergo their own guidance of the Goge, kind of like satellite offices. California already requires a state license or id card to register to vote, they should make them require citizenship.
In my state we put your residence status right on your license IE citizen, permanent resident, temporary resident you have to have the appropriate documentation to even get an Id card here, and non citizens are not allowed to vote.
With the real id requirements coming into effect in May for domestic flying, in order to get an ID or license anyone in any state will have to provide proof of residence whatever it may be citizen permanent resident or temporary. It's a federal thing so the requirements are uniform and not set by individual states.
Well it's another layer, and it means states can't just let someone come in and transfer their out of state license to another state with just an out of state license, they have to have proven their legal presence with that state in order to get one. You wouldn't believe the amount of people that try, I won't even tell you how many people lose or get their license id cards stolen on a daily basis or how many will sell their id cards.
