Students from other countries are on student Visas they can't vote unless they go through the process and become a citizen. It's difficult for them to even get licenses at least in my state and here your license also shows citizen ship status. Temp permanent resident etc. Maybe in California or blue states they can vote in local elections which is bad enough.
