According to the article: "House Speaker Mike Johnson will not hold a vote on any of these measures, nor would Trump ever sign them into law".
I'm not even sure that this bill CAN start in the Senate. All Tax bills must start in the House. All government spending bills, also called appropriations bills, must originate in the House of Representatives before they can be signed into law. This is in the Constitution's "Origination Clause," which gives the House the power to originate all bills for raising revenue. The House must start the process, but then the Senate can propose amendments to the bills.
Clearly, Tariff laws are "bills for raising revenue". It's actually illegal for them to originate in the Senate.
It's not a tax bill. It's a joint resolution (will require the House to pass it to become effective) to remove the state of emergency. The president cannot unilaterally change tariffs except in declared emergencies. So it's within their purview. Political pandering, plain and simple. Some of these RINOs are dealing with demographic changes in their home states that are slowly turning blue and have to appear more moderate. A few of them may even be trying to create for themselves a better exit strategy if they don't plan on running for re-election - oh, and they hate Trump and they don't want to be labeled MAGA. So this is a way for them to appear more moderate without having any real consequences - that's why its a resolution.
So, what's the point of even having a president if every decision he makes can be over turned? Doesn't make a whole lot of sense.
