My assumption there is a highly credible threat in this area involving possibly airborne assets such as drones. Fort Bliss is very close by and this might have something to do with it. What I CAN confirm is that there are a bunch of helicopters buzzing around about 40 miles north of El Paso as I type this and they have been operational since before dawn.
The cartel was high on the bingo card. So what were they trying to do would be the big question? Were they armed and looking to attack something? Very interesting.
Who knows for sure? My guess is they (cartels) testing the airspace to see what the reaction (if any) would be. Border shutdown has severely hindered cartel human/drug trafficking operations so maybe they're trying to see what they could do with drones.

My wife was stationed there briefly. Cool country around there, I visited her and we went hiking quite a bit out there, we love the desert (although we live in a rainforest lol).
El Paso International Airport is due east of Fort Bliss - they actually border each other and Biggs Army Airfield (which is part of Fort Bliss - also loaction of largest immigratoin detention/deportation center in the country) shares a runway with EP airport. Small commuter airport is west of El paso in Santa Teresa, NM - that airport was locked down as well.
