While the National Guard is under Texas and other state control, they should be under state law, although I can see how this law would have effect if the President takes control of the Guard.

Does this also mean that if the wetbacks are unarmed, then the Guard can simply push or wrestle them (not using weapons) to throw them back in the river?

  1. Federal people, bases, lands, enclaves

  2. States of the Union

They have no obligation to explicitly tell you where their silly law applies.

Does the chapter in 18 USC that will contain this law define State and United States to specifically include the States of the Union? If not, then it applies only to federal land, military, bases and enclaves.
