The most likely way to 'take down' the internet would be via the DNS server - but this doesn't mean the network is actually down.

If he does release the videos, if someone can perform the DNS lookup and get the IP address & full URL (assuming it's an https site) you can manually configure the details in your local hosts file and access it anyway.
