They need to wait until after the convention so he is the nominee. If he dropped out before that, then there might be other candidates campaigning for the nomination who may not be as controllable.

Those other countries aren't getting that money. Foreign aid is just a laundromat. This is why nothing ever changes in those countries despite the billions we've "sent" to them.
