I can't speak much about nurses, but for education, I'm under the impression they've ran off the people whom genuinely have a passion for teaching. Even before CV, many of my friends left because it was more about bureaucracy than letting teachers teach. It also doesn't help the kids are getting worse since parents don't parent and anything that happens is immediately the teacher's fault.
