I would guess that there is a subsidy tucked away in our parabolic debt which is skyrocketing so fast, not sure anyone inside of DC could spend a solid month digging through the expenses and even discover it.
Even with these costs skyrocketing, when hidden inside of a surging debt/interest volume at the current trajectory, subsidizing benefits to protect the insurance companies and keep the pharma liabilities hidden would be a rounding error.
It's also probably in the best interest of big pharma to help with these expenses as well.
