I am not "making an excuse for sin". Why you think this is a mystery to me. I was simply highlighting a passage that discusses the sinful nature of the flesh because of your insistence that Christians should not "identify as sinners" (which is not the same as "making excuses" or whatever). I would have included chapter 8, but I didn't think it was necessary to paste the entire Bible. But, since you insist:

Taken together Paul is saying that even though he (his flesh) is a dirty rotten stinking SINNER who can't stop sinning even though he wants to, he (his mind / spirit) is not guilty for the sin because he does not intentionally will to sin because he has the Holy Spirit within him. Because he sets his mind on the spiritual things rather than the fleshly things (spiritually minded), he is walking according to the spirit, even though he is still a SINNER. His sin is therefore covered by the grace and forgiveness of Christ Jesus and there is no condemnation.
This is what is meant in the verse you previously quoted from Galatians as well. Crucifying the flesh and walking in the Spirit. Your sinful flesh (the old man) is reckoned dead, and you walk in the spirit by fixing your mind and will on the spiritual things. It doesn't mean you aren't a sinner. It is impossible not to sin. If it weren't, you wouldn't need Jesus. This is not meant to be an excuse for sinning, it is merely the fact of the matter. One will sin, whether they intend to do so or not because the flesh is sinful. It is a matter of culpability.
Furthermore, Paul is very well known for calling himself chief of sinners.
1 Timothy 1:15 This is a faithful saying and worthy of all acceptance, that Christ Jesus came into the world to save sinners, of whom I am chief.
Is Paul therefore "making an excuse for sin"? Don't be ridiculous.

2 Thessalonians 2:7-8

This passage describes, not a reprieve from evil necessarily, but that there is a restrainer that will prevent the lawless one from being revealed. That restrainer is Spirit filled Christians who are standing in the way and preventing the beast system from taking over the world. The enemy will not be able to fully have their way on the Earth until the Lord takes us out of the way by rapture.

He is speaking in present tense. He says that "what I AM DOING (sinning) I do not understand. For what I WILL TO DO" (righteous deeds), that I do not practice; But WHAT I HATE (sin), THAT I DO.
Tell me this: If he (in present tense) does not do the good that he wants to do and DOES do the EVIL (SIN) he does not want to do, what does that make him? A SINNER! Sinners sin. If you sin you are a sinner. Paul says that he is continuing to sin, even though he is walking in the spirit. If you say otherwise you are either lying to me or to yourself.
He is still justified by Christ's blood, of course. But he is still a sinner. Because he still sins.
This is not He USED to be a sinner. This is a 100% absolute verifiable certainty that he is still sinning because he says so in plain language.
