I lived there for nearly 6 years. It was very normal for them to withhold buildings from turning on their heat until a certain date of the year. Usually November 1. October was pretty much the coldest because we could not have heat at that time. However, they did allow the heat to be on around 70°. This is just the beginning of the probable end.
