The sexes are not equal, and it's time we stop pretending they are. We need to stop making rules for exceptions, and instead make rules that encompass all...or nearly all. You are right to question the energy required to raise the temperature of water. It would need to be raised over hundreds of square miles, which would require inconceivable amounts of energy. This is not how it's done. It's done in the atmosphere, which only needs a fraction of the amount of energy.
You have fallen victim to the propaganda you say that others have. MSM has been pushing the "cloud seeding" silver iodide technology for the past year as a misdirection. Cloud seeding is a benign method of wringing moisture out of clouds, and has nothing to do with more sophisticated and insidious technologies, of which there are many, many documentaries and interviews describing.
I think it's best to, at the very least, maintain an open mind about this...if you don't wish to dig further.
I just rewatched the video to see if I could interpret what you are commenting upon. I'm still not sure, but could it be that you are noting the cloud tops as the sun sinks lower in the sky -- like a pinwheel? This is a time-lapse image, meaning that it is sped up many times faster than normal. Early in the video, you are seeing the hurricane illuminated by a more or less overhead sun. So, the clouds are fairly indistinct. As the sun sinks lower, it casts shadows from the cloud tops, making them more visible.
I assure you, if you could see that kind of resolution during the day, you would see the same movement of the clouds.
The key difference between dry ice fog and smoke is that CO2 is heavier than air...which is why dry ice is used in special effects and Halloween decorations. It tends to stick together somewhat, and will "pour" from a higher elevation to a lower elevation, where it hugs the ground.
Smoke, on the other hand, will rise and dissipate as it is the result of combustion and heat.

What is being shown in the video is a well-known phenomenon with hurricanes that have a well-defined eye. At night, when temperatures cool slightly as a result of the sun setting, the hurricane weakens and the eye wall collapses on itself. As one might imagine with the wind speeds at the center, this is bound to create some turbulence.
As soon as the sun begins heating up the water again in the morning, the eye will re-form.
As pedes, we must be VERY discerning with the obfuscation that's been going on the past year with this topic. MSM has begun introducing "cloud seeding" and silver iodide technologies as a means to get ahead of any further conjecture. THIS IS RELATIVELY BENIGN weather modification. All this is, is a low-altitude means to wring moisture from clouds on a very localized level. That's it. Now, is silver iodide potentially toxic? Probably. But this is not how entire weather systems are manipulated. The answer to that question is much more sinister.
If the ship isn't recovered somehow, the environmental disaster will extend for centuries. There have been other wrecks of modern ships in the South Pacific that teams have gone in and tried to clean up afterwards, with little progress. (One of them was actually not too far east from Upolu.) Aside from the toxic chemicals including the oil and fuel, as steel rusts, the rust actually feeds an invasive algae that will grow on and choke the coral reefs, leading to a significant collapse of the ecosystem.
If I can rant a little, the relatively recent "great idea" to sink decommissioned ships to create "artificial reefs" is a psyop to make the public think that something good is happening. In reality it's a cheap way to dispose of ships essentially turning the ocean into a garbage dump. The claim is that they increase the numbers of fish, but this is another psyop. They are fish congregators, not spawning sites. The only place in the world where it's economically feasible to completely recycle ships is in southeast Asia where labor is cheap. Everywhere else they sink them.
I can guarantee if this did indeed happen, members of Congress were simply paying lip-service. I have experienced similar dead-ends trying to contact reps and senators, and these types of efforts (many very well organized) have been going on in earnest since the early 2000s.
