I would propose a decentralized registry on a blockchain. It's the most secure way to track information we have to date and land usage registry could be readily done on the blockchain with nfts and smart contract.

So the x acres of land gets registered to the house until it is demolished and you can sell the house, it's yours, you own the house.
Y acres of land gets registered to the farm, as long as it remains a farm and is actively used for farming purposes excluding rest years.
When the farmer retires, he imforms the registery that he retired, he keeps the house, but the unused land gets returned to registry for others to make use of.
That's my idea.
