Here is the one saving grace: "upon declaration of a public health emergency". There needs to be a declaration of emergency in order for the offensive provisions to take effect. This is true of almost any anti-constitutional laws. Remember when Lincoln suspended the constitutional right to habeus corpus? It required an emergency situation, namely the civil war, but it was done.
Get some perspective. What if you were born in 1899? You would have been just old enough to serve in WW1. As an added bonus you would still have been eligible to serve in WW2. As a special added bonus your wars would have mostly occurred before the widespread use of penicillin.
