Usually it seems to be either East Coast (i.e. Swamp time) or wherever the OP is. Being on the Left Coast (i.e. Mordor) I often forget this and check my local time first, which is a miss. And it's pretty obvious when there's a miss.
Also, not every tweet from someone of interest matches a Q post ... if there's no correlation, the thread tends to die in the "New" tab without ever gathering enough votes to transition to "Hot", and Anons are pretty harsh on disproving the proposed link.
However, when there is a strong tie/relation, it pops right out, or makes you go "hhhmmmm"...

I think it's because in one of the q-drops, it says to follow huma. Coincidentally, huma abedin tweeted a reference about darkness to light on day of inaugeration. I think from that people started thinking that Q could use the Twitter accounts of those arrested as a back channel... Hence this association.

Forgot to answer your question for why Q would want to communicate publicaly? I'm not sure but some people feel that Q likes to drop hints to let others have more faith in what's happening.
The bigger question is why is it important for us to know and be aware of all of this for Q to drop hints in weird ways? Because there's the danger of a civil war starting if there isn't enough people aware of what's happening. When the military takes over the government, if there's enough people to convince the public what's happening, a civil war can be averted. Otherwise, MSM is going to put on a narrative that there are extremists in the military... People who are hard core trump supporters and Christian radicalists.. that media narrative is already starting in MSM (see politico's recent push that Qanon is radicalizing Christians).
I thought about this too. People have weird claims about this but I double checked. It looks like when Q posted his drops, he made sure to reserve post numbers for special events. It looks like they planned out multiple scenarios that can happen... Scenario if trump won the election and scenario where trump loses the election. They then posted these drops in specific drop numbers and then make use of these numbers in tweets or other backchannel comms. I haven't fully figured out what the scenarios are , but it explains why things lined up so well.
Though, whoever created this numbering plan is a really good strategist and the conception of what scenarios can happen....they really thought out the scenarios well.
