My take is that the cabal clipped Bush1 to prevent him from flipping. The “counter” to that as said in the Q post would be a letter signed by him saying they know everything. He already flipped. This would line up with the looks on all their faces.

It was a simple image that could be understood at a glance. Not words, not a complex image - a simple and easy to understand image that did not require any sort of examination to understand.
