It doesn't matter how visible Dan is... but rather the competency level of the people looking for him.
Keep in mind that it's the DOJ and FBI doing the looking.
Unless Dan walks around honking a horn and carrying a lighted sign saying "Here I Am!!!"... they probably won't find him.
