The mandates were never Constitutional to begin with. The mandates gave the business world the initial cover and knowing the Constitutionality of the mandates would be challenged and that they would lose in the court of public opinion, if not the courts themselves, they always intended to withdraw them before a final judgement.
Similar play to the FDA "approving" a formulation they never intend to market and keeping the sheep ignorant of the fact that the EUA drug was what would be administered.

Tell that to the thousands of businesses, and their already vaxxed employees who've already implemented this... "mandate."
Then, explain to the countless families of those who've lost loved ones to the clot shots, why it took so long to stop it.
Hopefully these businesses are punished for overplaying their hands in the workforce in the coming years.

So there are two different mandates. One was going to be implemented by OSHA and was going to target employers with over 100 people.
The other one was by executive order and targeted federal employees, contractors and sub contractors.
Unfortunately, only the OSHA mandate was put on hold until further review.
