As soon as they found out the cops were coming, a lot left. You can tell by the numbers of trucks and protesters that were still there when the cops showed up.
To [them], that's a sign that [they]'ve already won. [they] don't even need to arrest anyone at that point. Just round the protesters up, take their identification, and then drop them off somewhere else, far enough away to remove their ability to confront the power structure. Which, is EXACTLY what's going on.

There should be hundreds of millions of people in the streets worldwide. The problem is that America isn't in the streets by the thousands, let alone the tens of millions that could be. We're all still at home, comfy and content.
