I can confirm that this is an AT&T building. I don't know if this is a data center or transfer center or what happens there though. This building style is very common in large city AT&T buildings. Smaller cities have basically small windowless fortresses- they definitely dont want anyone seeing inside. And many of their buildings are mostly empty now as the buildings are old and the tech over the years has shrunk significantly in size. Lots of creepy dark empty rooms and peeling paint and out dated equipment being VERY slowly modernized.
I do not work for AT&T but I evaluate aspect part of many of their buildings across the US. They are a very bureaucratic company and very compartmentalized.

Interestingly enough, the building was designed by the architect John Carl Warnecke https://en.wikipedia.org/wiki/John_Carl_Warnecke If you look at other notable buildings he's helped design, you'll see he was the lead design/architect for the John F. Kennedy Eternal Flame memorial gravesite, and good friends with JFK.

Place looks locked down tight. Security cameras at every single gated and fenced off entrance. No windows. Google maps shows a company called "Titanpointe" also at the same location. Their reviews (almost 50) are all individuals just trolling about NSA and how not suspicious the building is. BUT the website for Titanpointe links to https://fieldofvision.org. Their site mentions something regarding Freedom of the Press Foundation and a second installment of "The Digital Security Clinic for Filmmakers". Just very odd all the way around.

Assuming that NYC real estate is expensive per square foot (I think it still is) then why build this thing right in the downtown? Why not move it out into suburbia somewhere. Or dig it underground. Only can assume it is because of this stuff about needing physical closeness to other stuff for cutting 3 nanoseconds off ping times etc. Seems a bit crazy though.
