That image does not prove it to me, because it looks badly photoshopped. And I highly doubt these body cams have resolutions this low... And if they do, then this needs to be corrected. This is like 1980s camera tech.
Ill agree with you that the pic is awful quality but it does look like shes holding a short pistol, the top of it slightly angled to the camera. It does look a little bit like a fat outstretched index finger but i think the video would be more telling

It's a still from taken from the body cam footage. You don't get HD from body cams.
An HD police body cam is only $120 on Amazon. There's no excuse for any kind of camera not being HD nowadays.
