I don't care who did it or what statutory language it falls under. Call it a theft of our most precious civil liberty - the right to choose our elected officials. Call it sedition, treason, an act of war, corruption, a criminal conspiracy, a RICO violation, whatever.
But it is also fraud which is a good catchall term for all of these things.
I don't let Barr parse his way out of it whether for good or bad purposes.

Wisconsin we know they broke election laws in nursing homes. It's fraud-adjacent, but it's not manufactured ballots.
Georgia and Arizona were similar in how they used mules to get harvested ballots thrown into the pile. Again, fraud adjacent, but not phantom votes.
Pennsylvania is just an absolute shitshow. Specifically Philadelphia. There probably was actual fraud here, but also a LOT of harvesting/mules as well.
So while the 'fraud' number is certainly in the tens of thousands in each state, the hundreds of thousands (perhaps millions) of votes in the mule/harvesting scheme are something else entirely.
Barr is always pretty careful with his statements about voter fraud. Usually something along the lines of 'not seeing enough evidence to change the outcome of the election'. This could mean that they had everything in place to track the votes in real time (or near real time) and the outcome as they see it, is that Trump won. This would seem to techically be true if we believe that devolution is in place and that DC is now occupied enemy territory. Which is required to activate the laws of war correct? 11.2 If I remember right.
My thought is that he was laughing at the foolishness of the asker.

But when we have such a thing as a SWING STATE then the election can be fraudulent even without widespread fraud. Just one state is all it takes. Just one recount. Etc.
