So to find that is came from the CIA in Washington, DC - that's a very specific building - he would need direct access to the private information in the possession of Spectrum or whoever the internet service provider is, Gmail or his email host, and the website host.
What most likely happened is he looked at the logs on his website that stores IP addresses of visitors and ran them using a basic IP tool. A lot of site providers have offices based in VA outside of DC, so the static IP will show up as there. I just looked up my own IP and it showed I was based in Alexandria, even though my actual home is in rural NC.
