Hey, the cabal may try a "nursing home mass shooting" this time around. They've kinda overdone the school shooting scene and may be cooking up a different target for once. Besides, they want old people d-e-a-d (e.g., COVID nursing home killing fields) more so than kids and a nursing home bloodbath would have the same heart-string-tug effect as a school (a.k.a. 'helpless victims'). For these psychos, hitting a nursing home would be like getting a 2-fer.

Honestly... if there was going to be an Earth shattering event taking place... I doubt it would begin in Oskaloosa, Kansas. There are only about 1,000 people in the entire town. That's a pretty sleepy area full of nothing happening.
The only things they get that are exciting there are a HUGE deer population, a LOT of ticks, and tornadoes. Otherwise, it's close to Lawrence, Kansas (K.U.).
It may be stretching things a bit to think that an emergency preparedness drill in an obscure town in Nowhere, Kansas has anything to do with world events.
It could be a distraction from a real event, it could be happening in many other nothing towns at the same time. Look at the water plant "disaster" a couple of weeks ago, that was a test to run out on other places. Every event that happens isn't going to be a 9/11 individually, in aggregate that could be another story. There is enough information circulating around that should have people's head on a swivel at this point, checking situational awareness -- complacency = trouble.
Simulated mass casualty exercise. What happens if a tornado hits a nursing home and they're unable to move or shelter all of the vulnerable patients? How do you coordinate with the nurses there trying to care for patients if you're a paramedic? I'm guessing this happened somewhere so the trainer putting this scenario together included it as a curveball. Some of the best training sims I ever went to had twists like these to make you think on your feet. None of the algorithms prepare you for something like that.
Naturally, if you're going to simulate that, you'll need people to play the elderly "patients."
Not necessarily. When I had my EMT license way back in the day, I participated in several simulated mass casualty incidents. The goal is to teach people to triage properly, help those you can, and to coordinate efforts with other first responders. If your incident command doesn't know what they're doing, it can be a real shit show. Good to practice in a controlled environment with a proper debrief at the end to identify things you can improve rather than trying to learn all that after a tornado hits or something.
my search-fu is failing me right now (too tired), but things to look into:
what kind of power plants are in or near the city?
what kind of food processing/manufacturing facilities exist in or around the city?
what kind of telecom lines run through the city? Are there any major lines or hubs?
where do utility lines/pipes run through the city?
is there any correlation between any of these and the locations mentioned in the flyer?
I'm gonna annoy some people by bringing it up, but for the sake of credibility it's important to keep it in mind. Are we doing enough to combat Apophenia in ourselves and each other?

LEPC =Local Emergency Planning Committee. Almost every county has some form of this. They coordinate different response agencies in case of large scale disasters. These types of exercises go on somewhere in the country almost every week. I'm not saying they never proceed a FF event, just that they usually don't and they are exactly what they are claimed to be. The reason for getting outside people as role players is so they won't be coworkers of the first responders who work for the agencies involved in the exercise so hopefully a more accurate evaluation can be made.

Another question would be why such an exercise in such a small community?
To evaluate the abilities of the first responders. Many of which are probably volunteers that don't respond to a lot of actual emergencies.
