Yes, I remember that situation. They were some creepy ass people abusing their kids, and the one brave girl was able to escape and get help.

I saw this story on 20/20. Sadly, CPS in S. California, who took custody of the younger children, failed them and although a lot of money was donated on their behalf it was under the control of CPS. The last I heard, one of the younger kids works at a fast food restaurant and has to ride a bike and take the bus to and from work when there was plenty of money to get them a car and/or send them to college.
I'm disappointed at how many people turned them away.

There was a case of horrific abuse involving a girl named Sylvia who was eventually murdered by her foster mom. The next door neighbor would hear the screaming regularly but told the court when there was a trial that it was "none of her affair."
That's horrible.
That neighborhood of Marina Alto Ln in Cypress, Texas is actually a brand new neighborhood in a pretty wealthy upper middle class area. The homes in the neighborhood were only built starting in 2020, and most of them were built in 2021. It's way out on the far NW corner of Houston, but is about the last place you'd ever expect there to be problems like this.
I still wonder about the article, because it says "the twins were kept starved, naked and shackled in the basement." There ARE no basements in homes in that area of Houston. Zero. None. Laundry rooms would be on the main 1st floor level, flat slab foundation. That probably explains why the couple was so adamant about punishing the boys for making any noise. Laundry rooms are typically indoors on an exterior wall, normally next to the garage entrance to the house. Any loud noises could be heard by neighbors outdoors through the dryer vent.
Other than that one small issue with the story, I'm glad it worked out OK for the children now.
I know in one part of the article said basement, but the boy & girl (twins) were kept in the laundry room.

How are these departments held accountable if they are accountable? What are the processes for transparency, if any? Who has oversight?
Does this system hardwire the ability to selectively serve the public? Who specifically oversees selection? Where are the bottlenecks and gatekeepers?

In situations like this a lot of times the other children are treated much better. Many times they are boyfriends kids, and the abused kids are from a former boyfriend or husband.
