If you check the way back machine, CDC actually updates their pocket guide to hazmat vinyl chloride page pretty frequently, since starting it in 1999. Shows at least 5 updates in the two weeks prior, but also many others, pretty evenly spread over time.

We really need an algorithm that monitors government sites in real time for these edits. Think of the predictive advantage we could gain.

What was the update? The fact that someone was picking through the website and some intern was tasked with updating the webpage isn't unique or interesting. That this particular page was long neglected isn't a surprise either. So, what was the change? Aside from the timing, what about this makes it worth paying attention to? Or is this just innuendo with no substance?
