This gallon ziplock bag of clothes stays in the childs backpack until needed. Nothing else on this list is added. This is some weird stuff going on. Never heard of family picture, stuffed animal, not and especially what do they want or need a 30 gallon garbage bag for. Sounds like they're going to dispose of a body.

Exactly Anon! After a note like this I would be quickly taking some time off and keeping my kids home, and transferring them to a church/private school if available.

When my daughter (now 18) and I lived in CA the school district had us annually send in a large zip lock bag with items in case of an emergency. The idea was that in case of a major earthquake and we couldn't immediately retrieve our children, there was an emergency pack for each child in the classroom.

Yes it is, runners use garbage bags at the start of a marathon to keep warm in the start corral, it’s very common.
