This was my first thought when they were given phones.. tracking.

They are caught in the hassle of ditching their free working phone with finding a provider and signing up for cell service as well as purchasing/finding/stealing/gifted a new phone. The ones who keep the phones and get eventually caught, and they will, will rat out the rest of their cohorts.
How successful this plan is hinges on them being able to be found once they leave the initial safe house after dumping the phones.

All they have to do is discard the phone and they won’t be tracked. There is nothing to stop that. It would be more difficult if they were implanted with a chip. It has been out there for awhile that the phones track them, as does your phone track you.
