I don't agree with this approach. Capitalism causes incentives that are very difficult to manage sometimes and it would be heavily weighted in favor of the rich if this were to become law. It can be argued that theres plenty of rich industrialists or CEO of companies or corporations that create and purvey products or processes that kill many people, often at no fault of their own. Shouldn't anyone that makes things that can end up being used in a manner harmful to health be hanged? That would be nice in theory on first pass.
