Currently the federal US govt "owns" and controls vast amounts of territory in the USA. Now, as we wake up, we are realizing that the country has been conquered by a foreign power in DC that has a stranglehold on our resources. When/how do the people regain our land?

I think it's more important to get the 40%of single family homes from hedge funds.
Force liquidation and prohibit corporate ownership of single home residential property with portfolios above $5 million or 20x the average national home price.
Isn't the capitalist way, but we've been far gone from that for 100 years. Return us to the old ways and I'd say let the market decide.
I would be fine with that. I would say renters should do it too, but I know there is a lot of mom and pop landlords too.

He was Secretary of the Interior under Clinton. They gave the federal lands back to the people. They sold it off to their rich cronies. The federal lands belong to the people already.
What needs to be done is the gates and roads the Clintons closed should be reopened so the public has access to the lands instead of just their rich friends that own small acreage they bought on the frontages to those lands. This blocking access shit happened all over my home state
Not to be "that guy", but I wouldn't want national parks to be privatized. That's a disaster waiting to happen. First greedy developer to get their hands on will either start charging some ridiculous entry fee and run it into the ground, or start trying to clear cut and develop large swathes of the land into yet another crappy suburb or strip mall.
So yeah, BLM (Bureau of Land Management) can go screw themselves with all of their "federal land", but the national parks need to stay as is.
I spend a lot of time in state, national, and federal parks. I've never felt like it isn't mine. But I don't feel the need to start cutting down trees or go mudding over graves in Arlington cemetery, or put up fences to keep others out or keep my cows in.
And none of that land would be accessible to me anymore if "we gave it back to the people", which would resort in it being bought up by developers (who are often part of those "elite" we fight against). Because those with the money, (who are often corrupt) would snap up everything they could. And many people today are having trouble putting gas in their cars and beans on their table, let alone buying some of the most desirable land on Earth.
Unless by "giving it back to the people" literally means that, and we're just going to start giving it away for free? Or do another Homestead Act type deal and we can pretend to be Tom Cruise and Nicole Kidman from the movie Far and Away? In which case, I guess we have more in common with Socialists than anyone would have thought because that would be right up the alley of every Democrat/lib/socialist that I've ever known.

The federal govt is only allowed land listed in this clause:

Notice you don't see anything about national parks? Our state legislatures need to start saying "no, we didn't allow you to do x". Over 90% of federal entities don't legally exist. (CDC,FDA,EPA,ATF,Dept of energy, dept of education, Medicare/Medicaid just to name a few)
The Constitution was written so 18 century farmers could understand it. I doubt any member of Congress today can name the only 3 things they can collect taxes for.
I'm sitting right now in the largest national park in America, 6 million acres of the Adirondack Park. We can't do anything here without "permission". We can't put up a fence or a shed or anything. Give it back. Yes, keep it from being ruined, but let the "little people" have a small patch of heaven.
My point was that Congress doesn't have power to do certain things and what it can't do is left to the States. As to your point, i think there a goodness in preserving nature and personally Id rather have more nature than manmade development. While I love the idea of keeping nature intact, it is not up to the federal government to do so, and it was a sneaky way to steal land from the States.

Correct me if I am wrong, but, doesn't the constitution read that the federal government can only own land that is necessary for conducting the business of the federal government? Yeah I know! You have to remember the federal government was created to handle foreign affairs. Everything with in the USA should be handled by the states.

Napolitano seized thousands of acres here in AZ when she was governor. All under the guise of "preserving our herritage", the amount of fencing that went up was ridiculous, places I used to go four wheeling or quail hunting were no longer accessible. Additionally under the radar, she cut the budget for the fire tankers as well as grounding some permanently for all intents. It comes down to "we know better than you peon", akin like Lurch saying they are smarter and it is their duty to best for us as they have a mission we cannot understand.
If you want to see a blueprint for how not to allow development, go to the Blue Ridge mountains in NC. You used to be able to see the mountains with minimal houses noticeable among the trees. Every year I go back, the huge growth is sad. I’m all for people being able to own land and do with what they want, but we won’t have these gorgeous views for long if we aren’t smart.
I am old, I have spent most of my life enjoying "public lands". I can remember taking a backpack into the forest and not once worrying about paying an entrance fee or a trail being blocked off or being hassled by an armed government stooge. Good luck enjoying that freedom now. In Wyoming , I have watched BLM lands turned into oilfields and windfarms. Thousands of acres that once had no roads now have maintained gravel roads every square mile. Our lands have already been "sold" to the "elite" through cheap leases with little if any oversite. Lands should be turned over to the states !

You say this, but it is not so easy. I personally know 2 young conservative men, in their 20s that were cheated out of their chance to serve in their state assemblies last election (WA and GA.) The Georgia GOP did everything possible to not support campaign financially and WA GOP also played a dirty trick.
Both are capable young men, Trump supporters, and a threat to the establishment. They campaigned hard and still couldn’t win.
They were trying to serve in the incorporated government, not the unincorporated State Assemblies.
