Years later the technology has grown by leaps and bounds, including actual fence protection to where someone climbing or cutting the fence (or even vibrations) will be immediately noticed, the control console will light up in red the exact fence panel where there is an issue, and cameras will immediately be directed to that exact spot. You can even import a Google Map satellite view or high-quality pictures of your perimeter onto the console to make identification idiot-proof. There are also buried cable systems and of course microwaves that all work together. Here is one I've worked with in the past (as recently as 2017) while protecting US nuclear plants. Notice there are cooling towers in a few of the pictures - these fence systems are popular.
Again - I buy what he is selling, but I think he is guessing just as much as we are. 25 years is a LONG time in the tech world. His info is dated. I take it as interesting and plausible, but not a confirmation unless we get more current "whistleblowers". The 24/48/72 hour rule was made for stuff like this.
