Pilots don't really handle the airliner. They are directed by flight controllers. If you have millions of individuals flying their cars, simple flight controllers can't handle it. Your answer is lacking in logic.
Of course they have to go to the john occasionally. But there are so few close calls because of the low numbers of planes relative to the size of the airspace. When you get millions of people in the sky, there will be a lot of close calls every day, and even a minor wreck in the sky results in catastrophe.
It's not like you'll just drive anywhere you want. There will be imaginary "highways" to keep everything organized. Even the cartoonists who did the Jetsons figured that out.
It might be easier in 3d- strict tests for licenses and different levels (speed limits) for different levels of driver. Tractors, trucks, buses, get their own areas. Bicyclists stay on the ground, never to disrupt or be threatened by anyone again. Motorcyclists get their own ribbons with lots of curves. Race car people that pass that level get theirs too.
Anti Grav in the hands of the public would quickly make our need for institutions diminish. We would take to the stars and grow beyond the control of any authority of anywhere. Space is wide open and full of vast riches. They do not want it wild west.

But what if the planes/cars have a kill switch that would reposition the vehicle if they stray from appointed lanes? Begin drifting off course and the car gets shut down and automatically lands in a field or parking lot. We have the technology, ya know.
It'd be better implementation of existing tech to have an AR heads up display across the windshield that displayed established sky lanes, and a function that pulled you back into the lane when the sensors detect your divergence.
New cars already have sensors that introduce resistance and outright pull you back when you start to drift into another lane, so it's about applying that to a virtual interface.
That would be correct, but giving how our government likes to false flag nowadays. I wouldn't be surprised if it does happen, there's always a way to bypass certain restrictions that are already pre-installed in technology.
It would have to be dumbed down significantly. Enter in destination, it automatically flies you to that spot based on a predefined flight path. Only way it would ever be acceptable.
Hence why we are stuck with 100 year old obsolete garbage technology because the control freaks in the government are afraid of the limitless potential humans might have with advanced technology.

Anybody who has not seen the concrete 3D Printed Houses here is a good short video. This is still a young process, but I have seen some very nice houses as well as basic homes in videos. This is a good way to quickly build housing for the 10 new cities. Cost will drop as it is used in large scale.

If you look into these, you will see many use traditional interior wall construction. As far as windows a concrete saw will cut the opening with no problem. Not much different from adding a window to an all-brick home. Most people buying a newly constructed home aren't looking to make modifications once it is built.
The operating word is PRINTED! I mess with a 3d plastic printer, and with CAD you design the print with whatever channels are needed inside. You're not CASTING, you're PRINTING. Major difference.
Most people with modern homes aren't looking for substantial renovations to begin with after they move in outside of things like custom wiring or renovating a kitchen with nicer counters etc. which concrete would offer great supports for.
The sound dampening of concrete would also be great!
Downside is, and this happens with foundations in the north, concrete expands as water freezes and this can cause expensive damage. I would imagine this would be a fear with fully concrete homes. A brick facade can be repaired without much issue, but that isn't always true for concrete.
All of the projects I have seen with the concrete homes have been in the South. I have watched some videos discussing the material and it uses polymer. I imagine with all the construction of major buildings in cities using concrete it all come down to design.
