So I just retired on October 23rd, and I moved to Colorado on the 28th. I need a Colorado driver's license in order to register to vote. The DMV requires appointments for driver's licenses, and the soonest one I can get is middle of December. How do I either get a driver's license or register to vote without one?
*edit: Good news! I was able to walk in and get a Colorado driver's license. There's an apparent disconnect from the state DMV site and the individual offices. I was registered (incorrectly, as it turns out) there as well. I walked down to the voting area, and they informed me that I needed to be in the state for at least 22 days before I could cast a full ballot. I didn't have that, but I was still able to cast a provisional ballot just for the presidency. I can wait until another election to vote on marijuana laws, lol.
Just get on the illegal alien bus and vote with them.
I’d check opponents at other DMVs- you might need to drive, but getting out to a less populous area might get you an earlier appointment.

What address do you have on DD-214?
Call the mayor's office of the town you live in. You should be able to register to vote in your town. You will probably need two pieces of documents to verify your address. A mortgage note or a rental lease. Any bill you may have sent to your address.
US passport along with proof of address should be sufficient
Acceptable forms include:
Colorado driver's license
valid ID card issued by the Colorado Department of Revenue
US passport
employee ID with photo issued by any entity of the US government or Colorado
pilot's license issued by the FAA or other authorized agency of the US
US military ID with photo

Fly to Mexico city, then cross the border on foot in the dead of night. You'll be taken care of.
Usually there are several other forms of ID and or residency that are allowed. Could be as simple as an electric bill.
Will they not accept your military ID or passport?
In the past, both used to function as valid forms of ID for everything from opening a bank acct to applying for a job.

You may ask your VSO in your local area for help. They were really good to me when I got out in helping me navigate all the bureaucratic paperwork.

That last dmv site indicates the residency requirements are that you:
"Own or operate a business in Colorado OR"
"Are gainfully employed in Colorado OR"
"Reside in Colorado for 90 consecutive days"
And it sounds like if you're retired, you may strike out on all three counts? You may be in some sort of electoral limbo. I'd get in touch with the highest level person you can at CO, and if they can't grant you eligibility maybe try to vote at your previous state if you still have residence there under their laws?
I was in such limbo in 2016. Sucks.
I was in a similar situation in 2018 minus the military retirement. I was just moving. I just made sure to vote early in my state I was moving from before I left. I was legally still a resident until I got to my new state and signed my mortgage paperwork, regardless of whether I was a resident of a new state on election day or not.
My mother lives in Colorado. She had an issue once and was able to go down the DMV in person and found they had an ability to make appointments that were not available online. She got an appointment for the next day.
You might try going down there, explain your situation and ask someone if they can find somewhere to slot you in. And if there is some issue giving you a driver's license, they should at least be able to give you a state ID.
I wouldn’t sweat it man. Colorado is another mail in only fraud occupied state. Washington is the same way. I would be shocked if a mail in fraud state is given to Trump.

Here in NC you would need what we call a HAVA document and a legitimate picture ID to register to vote
A HAVA document would be a bill or a phone payment with your name and current address to prove you lived there.
You would still need a picture ID. We would still accept out of state licenses to register but would ask if you lived here more than 30 days or less. A current passport would also be acceptable or even a federal government ID with a photo. (No expiration date). If you’re over 65 in NC an expired drivers license is still acceptable as long as it expired on or after your 65th birthday.
Also our local election boards can give you a free photo ID so you can vote. Proof of HAVA document would be required to obtain one of these.

You should be issued a TEMPORARY paper Driver's License. That should be adequate. I cannot speak to Colorado, but in Utah the paper license has a gray-scale photo print of you, and is accepted as a form of ID.
