If Biden isn't, but Hunter is, he presumably has been able to tell that the resident is not his father. In which case he would have some blackmail material if the WHs still want to keep up the pretense for whatever reason.
Also, other alternative I can think of, somewhat possible that Hunter has years ago made some deal with the WHs and has been giving them necessary information (the way that laptop was "forgotten" looks pretty suspicious), in which case the pardon might be what he gets in return, except maybe the WHs wanted that done in a way that makes the pretend Biden, and consequently, the people who got him into the White House, look as bad as possible.
If he's too dementia ridden to run for reelection and an " elderly man with poor memory " per Robert hur, biden needs to prove he is fit enough to issue presidential pardons.

Joe just handed Trump a YUGE Christmas gift. Hunter made a deal long time ago with WH and this is how they wanted it played out. Sure, but once the 2020 election is fully proved and excepted as fraud by the masses his pardon won’t mean anything. Along with everything else they’ve passed in the last 4 years. And I imagine once obummer is proven to not be a US citizen everything that was passed during his terms will be null and void also.
